Latias’ raid boss CP can go all the way up to 48,080, with its capture CP  hitting 2507 CP at level 25 and 100% IV in windy weather. Level 20 with 100% IV without a weather boost can drop as low as 1921. This means AT LEAST 3 well-rounded Pokemon GO players with the right counters will be needed, but completing this raid with 7 or more is ideal.

Latias’ Move Set

Dragon Breath (fast Dragon-type move) Zen Headbutt (fast Psychic-type move) Psychic (charged, 1 bar Psychic-type move) Thunder (charged, 1 bar Electric-type move) Outrage (charged, 2 bar Dragon-type move)

The most devastating move set, at least for Dragon Counters, is Dragon Breath/Outrage. Avoid any flying types like Dragonite against a Thunder Latias, and be mindful of Ghost-types when facing a Zen Headbutt/Psychic Latias. The trick here is really to match the appropriate Pokemon GO counter to the Latias’ move set.

Weather Boost

Windy weather in Pokemon GO is the most deadly to face Latias, but it also boosts capture CP and Dragon counters, meaning it’s not all bad news. Rain will boost its Thunder attack, but all other conditions - with the exception of Sunny and Partly Cloudly - will boost a different type of Latias counter.

Best Counters

Latias has a variety of weaknesses to exploit, which includes Dark, Dragon, Fairy, Bug, Ghost, and Ice-type moves. Using these counters in conjunction with the weather and proper foreknowledge of its move set can go a long way in securing this legendary in Pokemon GO. We recommend the following Pokemon (and move sets) to tackle Latias:

Palkia (Dragon Tail/Draco Meteor) Dragonite (Dragon Tail/Draco Meteor) Mamoswine (Powder Snow/Avalanche) Tyranitar (Bite/Crunch) Gengar (Sucker Punch/Shadow Ball) Scizor (Fury Cutter/X-Scissor)

Using these Pokemon against a Latias with a certain move set and/or a beneficial weather type will enable a player to take down the dual-typed legendary, and hopefully, add a shiny variant of it to their roster. As more develops for Pokemon GO raid rotations and special events, be sure to check back here. Until then, good luck, trainers!
